O PAPEL DO PODER EXECUTIVO MUNICIPAL NA ADOÇÃO DE POLÍTICAS PÚBLICAS DE SEGURANÇA: perspectivas

Resumo

ABSTRACT: O município é o local primário da manifestação das ações estatais. Há discussões sobre qual é o real papel do Poder Executivo Municipal no que tange à segurança pública. Este artigo monográfico tem como objetivo verificar qual o papel dos governos municipais na adoção de políticas públicas de segurança que podem corroborar para a prevenção da criminalidade e para a redução do medo do crime. Para a realização deste artigo, utilizou-se da pesquisa bibliográfica, por meio da análise das teorias sociológicas acerca do tema e a pesquisa documental, com a verificação de legislação, metodologia de análise criminal, documentos e diretrizes pertinentes ao assunto e obras correlatas. O artigo demonstra que quanto maior for o
envolvimento da Prefeitura na adoção de políticas públicas de segurança maior será a prevenção criminal e a sensação de segurança. Conclui que, embora os Poderes Executivos municipais realizem políticas públicas de segurança, elas são carentes de uma abordagem focada na prevenção criminal e de uma gestão adequada, são fragmentadas e descoordenadas, existindo a necessidade de uma profunda mudança no entendimento do papel deste ente do Estado na segurança pública.

THE ROLE OF THE MUNICIPAL EXECUTIVE POWER IN THE ADOPTION OF PUBLIC SECURITY POLICIES: perspectives.

ABSTRACT: The municipality is the primary site of the manifestation of state actions. There are discussions about what is the real role of the Municipal Executive in relation to public safety. This monographic article aims to verify the role of municipal governments in the adoption of public security policies that can corroborate for the prevention of crime and the reduction of fear of crime. For the accomplishment of this article, it was used the bibliographical research, through the analysis of the sociological theories about the subject and the documentary research, with the verification of legislation, methodology of criminal analysis, documents and guidelines pertinent to the subject and related works. The article demonstrates that the greater the
involvement of the City in the adoption of public security policies will be greater criminal prevention and a sense of security. It concludes that, although municipal Executive Powers carry out public security policies, they lack an approach focused on criminal prevention and adequate management, are fragmented and uncoordinated, and there is a need for a profound change in the understanding of the role of this State entity in public safety.
