A POLÍCIA MINEIRA NAS RUAS: POLICIAMENTO PREVENTIVO NA DÉCADA DE 1950

Resumo

ABSTRATO: Diferentemente das interpretações que vêem a polícia do pré-golpe civil-militar de 1964 como um exército estadual, aquartelado, de natureza unicamente repressiva e à disposição dos governantes, este estudo busca, a partir da coleta, sistematização e interpretação de dados, lançar luz sobre uma faceta pouco conhecida da Polícia de Minas Gerais. Identifica as estratégias pedagógicas e operacionais desenvolvidas para lançar o policiamento ostensivo profissional nas ruas de Belo Horizonte, na década de 1950. Elas se traduziram numa nova forma de atuação que exigiu o repensar do recrutamento, do treinamento e do emprego dos militares. A Polícia Militar buscava um profissional com competências diferentes do
antigo soldado de infantaria da Força Pública em que o respeito aos direitos do cidadão e a profissionalização policial se colocavam como pressupostos básicos de atuação.

THE MINING POLICE IN THE STREETS: PREVENTIVE POLICY IN THE 1950S

ABSTRACT: Contrary to the interpretations that the 1964 civil-military pre-coup police see as a state army, quartered, of a purely repressive nature and at the disposition of the rulers, this study seeks, from the collection, systematization and interpretation of data, shed light on a little known facet of the Minas Gerais Police. It identifies the pedagogical and operational strategies developed to launch professional ostensive policing on the streets of Belo Horizonte in the 1950s. They translated into a new form of action that required a rethinking of the recruitment, training and employment of the military. The Military Police was looking for a professional with different
former infantryman of the Public Force in which respect for the rights of the citizen and police professionalization were placed as basic assumptions of action.
